NOBIS believes that government should - at all times and in all things - be democratic. In the life of the last parliament, democracy was largely suspended, replaced by totalitarianism enabled by the Howard Liberal government control of both Houses of Parliament. This gave the Libs open slather to do as they pleased, freed from any need to debate - they could always gag any debate anyhow - and ensured that there would be no adverse review of whatever was passed by their majority in the Lower House. NOBIS wants to see an end to the two-party system because it stifles the emergence of serious new political options. It is also self-serving in matters such as electioneering outgoings reimbursement. NOBIS wants an Upper House that is not party controlled, that is actually apolitical as far as possible. The system of appointment to the Irish Senate could be seen as an excellent example of how this can be achieved. 'Perpetual' legislation to be passed to ensure future security, eg, so that future governments cannot sell off public assets in crass cash garnering exercises.
