EEO regulations to apply in all employment situations. Discriminating practices to be rigorously policed and prosecuted. Employment agencies discriminate against particular groups, particularly older workers, but are not penalised because although they do not allow those workers to fairly compete for the jobs available, they are not the actual employer. NOBIS will legislate that such discriminatory practices can be penalised in a agency situation, and that the contracting employer will be penalised for the same infraction, in order to encourage the actual employers to ensure that EEO practices are not bypassed by their agents. Employment agencies to be licensed and appropriate standards of practice to be established.
