A single national service, uniform standards of training, discipline, pay, hours etc. Worker promotion based on performance and personality appraisal and theoretical examination. Free education for all up to master degree level (competency test required for access). All schools funded equally per student by grade; all schools must prove competence in staff by qualifications and competence, exam results; all schools must deliver to national curriculum specifications. All primary and secondary schools to ensure competence by all students in reading, writing and oral communication, a minimum of two languages, math, history, science / technology and music; sports compulsory to teach sportsmanship; more special schools for non mainstream students. All tertiary and trades schools must demonstrate community value of courses seeking funding. Over-subscribed courses such as Law may have funding discontinued; medicine, nursing, teaching and other less popular but community required skills courses may have funding increased and incentives paid to participants. School premises must be brought up to and maintained at acceptable standards. Student funding - see Students
