All persons born here are citizens. Persons immigrating may become citizens on demonstration of intent and worthiness. Immigrants wishing to remain longer than a certain period must apply for citizenship. Public education campaign to impress on all that Australian citizenship entails serious responsibilities in return for the substantial privileges it delivers. Citizenship to be ranked according to merit; and entitlements of individuals to depend on rank of citizenship. Failure to benefit from education provided reduces rank. Service in armed forces, SES and other community-positive areas increases rank. Criminal conviction reduces rank. Rank is not to be increased by wealth or celebrity status, nor disadvantaged by unemployment or other economic factor.

Honorary citizenship to carry no entitlement other than access to honorary passport. All matters relating to grading of citizenship to be arbitrated and administrated by an independent non-politically aligned and non-politically appointed regulator. Citizens degraded (because of crime or other cause) may lose certain privileges - be restricted in travel, be required to reside in designated areas. Citizenship may not be removed under any circumstance, but antisocial actions may result in ranking penalties involving severe limitations of freedom.
