Alcohol - excise to remain at present levels; alko-pop to be excised as per ALP policy. Increased penalties for public drunkenness and drink-induced aggressive / unsociable behaviour to be more rigorously policed. New penalties to include "name & shame". Legalisation of marijuana and other soft or naturally occurring drugs; harsher penalties for hard drug manufacture, importation, trafficking, dealing. No minimum quantity allowances.
Users testing positive to face criminal charge equal to 'aiding and abetting'
drug trafficking.

Tobacco advertising to be completely blocked. Excise on all tobacco products to be increased continually, but in bi-annual steps so smokers will perhaps be tempted to quit by a perceived large price increase. Natural tobacco (known as 'chop') to be marketed as a government monopoly at minimum price, free of excise, in order to financially deprive the tobacco companies by releasing their addicted smoker market base from their monopoly. Natural tobacco is far less unhealthy than the commercial product, which is doped with pesticides and addiction builders. The addict smoker is unlikely to quit in any case; at least this way the drug dealers will lose their hold on these people, and the profits from them. |
