Natural tobacco (known as 'chop') to be marketed as a government monopoly at minimum price, free of excise, in order to financially deprive the tobacco companies by releasing their addicted smoker market base from their monopoly. Natural tobacco is far less unhealthy than the commercial product, which is doped with pesticides and addiction builders. The addict smoker is unlikely to quit in any case; at least this way the drug dealers will lose their hold on these people, and the profits from them.

All luxury items to be taxed as such and such tax non-claimable against income. More experienced investigators to be recruited, bonuses to be paid to investigators on detection of tax evasion / avoidance and recovery of unpaid taxes.
bank	Banks	Australian Banks have been aligning practices - not quite collusion, due to the small number of banks, but having the same effects of avoiding competition. Examples include the introduction of penalty charges in recent years. NOBIS will tax banks 200% on all such charges. NOBIS will establish a minimum cost nation-wide 'basic services' banking service to pay salaries and pensions, and to handle all government cash flow banking business, so recipients are not obliged to pay fees to commercial banks as now.
pros	Prostitution & Brothels	Prostitution - fully legal in controlled environments, with minimum age standards and certified regular health check recording. Sex work by immigrant and student visa holders not permitted. Brothels legalised in approved locations, regular health inspections. Taxation model of prostitution business operation to be developed. chil	Child Support	to be provided by parents; any parent failing to provide will be prosecuted. In cases of separation / divorce, a parent defaulting on support payments will be prosecuted as a matter of urgency. Separating parents of dependent children may be fingerprinted / DNA registered to facilitate location and identification in case of default in payments. A custodial parent not providing adequate child care will be prosecuted and may permanently lose custody of the child. All such protections of at-risk persons will be expedited by appropriate revision of protection practices and policies, and of funding.
citi	Citizenship	all persons born here are citizens. Entitlements of individuals depend on rank of citizenship. Failure to benefit from education provided reduces rank. Service in armed forces, SES and other community positive areas increases rank. Criminal conviction reduces rank. Rank is not to be increased by wealth or celebrity status. Questionable practices by corporates - penalty charges by banks, bullying by corporates of customers by refusing to trade except under 'legal contracts' that excessively favour the corporation - to be investigated and where appropriate, prosecuted under revised, expanded and toughened Fair Trading legislation.
corp	Corporate Affairs	The current trend towards 'amorality' in business trading practices as part of the development of the so-called 'corporate state' with its implied Machiavellian freedom from moral obligations is to be resisted and reversed if possible. Businesses have won substantial exemption form direct taxation in Australia on the argument that since they are the engines that generate whatever prosperity the nation has, their operators surely know best how to distribute their profits to optimise the continuing generation of wealth. NOBIS dismisses this argument and will establish innovative direct taxation regimes on business to ensure that they pay a fair share of the tax burden as good corporate citizens should. Controls of financial institutions in particular to be strengthened to protect the invested or deposited funds of citizens and organisations. Company directors and executives involved in company collapse - such as HIH - to be assumed to be guilty until they prove themselves innocent, and all their family assets to be liable to seizure towards offsetting the losses involved. All business entities employing persons to maintain on deposit in a recognised secure institution enough cash and /or securities to cover all employee wages, superannuation, holiday pay and other obligations, plus a 25% 'comfort margin' of these funds to cover employee legal and other costs involved in recovering their due payments. Special business tribunals equipped with the current powers of the Courts system to be established to deal exclusively with intercorporate / business legal arbitration.

educ	Education	single national service, uniform standards of learning accomplishment for students and qualifications / training, discipline, pay, hours etc for workers. Teacher recruitment and education to be promoted by favourable funding and promotional campaign. Substantially better pay and conditions for teachers. Worker promotion based on performance and personality appraisal and theoretical examination. Free education for all up to master degree level (competency test required for access). All schools funded equally per student by grade; all schools must prove competence in staff by qualifications and competence, exam results; all schools must deliver to national curriculum specifications. All primary and secondary schools to ensure competence by all students in reading, writing and oral communication, a minimum of two languages, math, history, science / technology and music; sports compulsory to teach sportsmanship; more special schools for non mainstream students. All tertiary and trades schools must demonstrate community value of courses seeking funding. Over-subscribed courses such as Law may have funding discontinued; medicine, nursing, teaching and other less popular but community required skills courses may have funding increased and incentives paid to participants. elec	Electoral Affairs	persons running for local, state or federal government posts must have completed recognised academic training in public administration, ethics, and competence-based disciplines, as for all public servants. Unsuccessful academic results or non-completion to preclude individuals from running. Non-performing elected office holders and political office holders may be removed from office without compensation. Corruption, misfeasance, malfeasance to be considered as treason and prosecuted accordingly. No senior elected government officer (ie, Minister) allowed to take employment or receive income or other benefits other than pension for three years after leaving office, to discourage featherbedding when in office.

Addenda and conditionals currently applying to public service employments, such as 'knowledge and commitment to EEO' etc, to be packaged into a single, simplified and standardised addendum to apply to all employment, public and private, in all of Australia. Persons suffering unemployment to be assisted with quality job seeking support and retraining if needed. Howard's odious anti-worker policies and punitive, degrading practices to be expunged and replaced by practicable, responsible practices which both help and respect the individual. Government to establish its own recruitment agency for permanent and temporary workers.
eeop	EEO	to apply in all employment situations, public and private. Discriminating practices to be rigorously policed and prosecuted. Employment agencies discriminate against particular groups, particularly older workers, but are not penalised because although they do not allow those workers to fairly compete for the jobs available, they are not the actual employer. NOBIS will legislate that such discriminatory practices can be penalised in a agency situation, and that the contracting employer will be penalised for the same infraction, in order to encourage the actual employers to ensure that EEO practices are not bypassed by their agents. Employment agencies required to be licensed and appropriate standards of practice to be established.
farm	Farming	free market competition to be protected from manipulation from local and external influences to provide as stable an environment as possible for successful farm and associated industrial operation.
fina	Finance	NOBIS in government to pursue a course of economic conservatism. Budget deficits to be avoided. All government and public agency accounts to be settled on 30 days. All government financial dealings to be handled by a discrete private bank and financial brokerage house owned by the government. Public-Private Partnerships to be discouraged; where unavoidable, or the least of two evils, all arrangements to be handled at arms length from the proposing government to ensure disinterestedness of individuals involved. Special crack project team to be provided by Treasury to fairly and professionally cost competing party policy proposals at election times.
fish	Fisheries	more rigorous zero-tolerance protection of national fisheries and policing of international no-fish areas.
food	Food & Drug Administration	uniform national standards of health safety with adequate funding for zero-tolerance policing of Food Hygiene standards. All food products to have adequate labelling of content and origins, with special attention to known allergens and to GSM and other issues of consumer concern. Certification and authentication of food product qualities such as 'Certified Organic' to be standardised and rigorously policed. Unhealthy 'junk food' distributors - including their overseas parent companies - to be challenged by a government organised and funded class action for damages due to of health impairment.
fore	Foreign Affairs	NOBIS advocates a balance of trade, cultural and moral issues as our basis for relationships. NOBIS eschews anything approaching 'gunship diplomacy'. The stronger the relating nation, the more vigorously must we push our point of view in disagreement. Covert support to be provided to forces for democratic change in totalitarian or other oppressive regimes.
free	Freedom of Information	revision of legislation and current practices towards assurance of true FOI access for all applicants. Implementation of FOI act for corporations.
gaym	Gay Marriage	legal 'marriage' to be restricted to heterosexual couples. Gay / lesbian couples to have a range of new legal partnership options for legitimising and celebrating their union, rearing children etc, conferring the same legal status on such couples as on heterosexual ones in all aspects of their lives.

heal	Health	NOBIS will strive to provide all Australians with certain basic 'givens' - supply of clean water, clean air, excellent education standards and guaranteed health safety net for all, delivered on Medicare model. Medical, dental and nursing education to be promoted by favourable funding and promotional campaigns. Substantially better pay and conditions for nurses. All public health facilities funded and managed centrally, a single national service, with uniform standards of training, discipline, pay, hours etc. Worker promotion based on performance and personality appraisal and theoretical examination. All health premises must be brought up to and maintained at acceptable standards. Funding of all facilities to be increased to ensure ERs etc can meet needs. Rigorous regular screening of all health personnel for competence and personal / psychological stability. Preventative medicine practices to be promoted, funding for palliative care for alcohol, drug and tobacco victims to be restricted. Mobile aged care to have increased funding, intensive care for terminal aged cases to be restricted. Home births to be encouraged. Standard medical services to be expanded by recognition of and academic qualification for 'traditional' medicines.
hnss	Homelessness	individual cases to be appraised and evaluated; a national project team to be funded to identify classes of need and to develop quality, humane and enduring remedies for various homeless situation categories; to quantify needs, current remedial interventions and cost effectiveness, with the objective of establishing desirable standards to be instituted an a nation-wide basis.
hous	Housing	tighter control of all housing developments towards improved standards of housing coming onto the market. Particular restrictions on overcrowding of houses onto inadequate sized blocks. Oversight of and veto power on all local council planning decisions in consideration of environmental protection, infrastructure provision etc. Government bank to provide basic home mortgage package for first-time borrowers, on commercial terms, integrated into all existing and new first-home-buyer incentive schemes for ease of application and of administration. NOBIS supports the concept of integrated satellite community development - ie, a new suburb to comprise most services within walking distance of all homes.
humr	Human Rights	All humans have certain intrinsic rights, to liberty, dignity and aspiration. One common right is democracy, the right to determine the direction of one's community as a group; any individual - elected official, media mogul or sect leader - who impacts on this right is guilty of treason against his community. Examples of malfeasance against democratic process include misuse by a public officer of public funds to promote political agenda (as Howard's IR campaign), political bias in mass media (as in certain talkback radio shows and The Telegraph) or religious groups forming pressure groups (as in Jewish pro-Israel lobby). The other right of free will is the freedom from bullying; control freaks and corporations tend to use both bluff and real power over other people to establish their will - meaning, to deny the other individual exercise of his or her free will. This is also treasonous. NOBIS will seek to implement methodologies for identifying, categorising and prosecuting these behaviours.
visa	Immigration	Immigration to be reduced, limited to persons with essential work skills, with toughened compassionate and refugee entry. No long-term sporting or artistic passes. Preferential entry for persons committing to settle in designated areas of need. Work skills and psychological aptitude to be rigorously tested. Refugee migrant entry to designated areas only, to be rigorously policed. Student and other temporary visas - rigorous ongoing testing of student visas and their educational status and institution to defeat abuse of privilege. Permitted student visa work hours to be reduced.

Innovative new technical manufacturing to be encouraged by investment in physical local production - eg, the all-electrical car; the venturi accelerated hydroelectric generation plant.
